An independent study by the Ohio Facilities Construction Commission of each school in the district determined that the cost of maintenance and updates needed outweighed the cost of constructing new buildings.
Maintaining and updating the schools would cost more than constructing new buildings. The question of why build new schools changed to why not, as it was determined that new schools would cost the community less than maintenance and updates. It was financially prudent for the district to explore the possibility of building new schools.
Working with the Ohio Facilities Construction Commission, the school district discovered that the State of Ohio would pay 81% of the co-funded cost of new schools. There was no guarantee that the 81% would remain the same. In fact, the number had previously been far less, and it was anticipated that the 81% from the State of Ohio would once again decrease, leaving the community with a higher percentage to pay.
To lock in the 81% Commitment from the state, a Building Bond Issue was presented to the public in November 2019. When the Building Bond Issue passed, plans began immediately to build four new schools in two phases. Phase I buildings — West Carrollton Early Childhood Center and West Carrollton Intermediate School — opened for the 2022-2023 school year.
The buildings in Phase II are West Carrollton Elementary and West Carrollton Middle/High School. The picture is an overhead view of the West Carrollton Middle/High School.
West Carrollton Elementary opened on August 20, 2025. West Carrollton Middle/High School will open for the beginning of the 2026-27 school year.
